Support for S3 Express One Zone Caching

I would like the S3 caching step to support the use of S3 Express One Zone Storage Class.
Since the build cache is not required to be durable, this faster S3 api would provide an alternative to EFS in terms of speed, while keeping the cost closer to S3.
