Support for combined inputset variables + inputsetname in workflow actions

today, it does not appear to let you do BOTH inputSetName + inputset in IDP workflow action.
inputsets let you group entities that are defaulted for say an environment (e.g. envIdentifier, infraIdentifier), but a user will want to be able to override some inputs and pass in a parameter for a artifact version or location.

This is needed for our account, as we have generic deploy pipelines, exposed by env specific input sets, and we want to build IDP workflows leveraging those inputsets. In absence of this request, we are going to do a lot of plumbing again and again inside workflow yamls. Having inputset support natively inside IDP will help a lot.
