For organizations managing hundreds of projects and thousands of users, this results in significant "notification fatigue" or inbox spam for end-users who are being added to groups programmatically.

Suggested Solution: Introduce a toggle or configuration setting (either at the Account, Org, or Project level) to suppress automated email notifications for User Group membership changes.

While a feature flag exists for account-level invites (PL_NO_EMAIL_FOR_SAML_ACCOUNT_INVITES), a similar capability is needed for:

Organization-level User Group additions.

Project-level User Group additions.
