Module Database DevOps

Rollbacks aren't as intuitive with Database DevOps. We are requesting that the process for rolling back a changeset that has been applied be as simple as it is for rolling back other deployments (ie. Helm). Currently, we have rollback functionality backed into the pipeline, but we want that to be handled separate from the deployment pipeline like can be done with services.
