Customer needed to upgrade their delegates and they did not know it was required.
The Harness manager knows what delegates are connected for a particular account, so:
If a delegate soon to be out of the version skew is connected to the account, show a banner for account admins and send an email
If a delegate soon to be out of the version skew is connected to an organization, show a banner for org admins and send an email

we would like to be notified that the support for Harness delegates is about to expire due to not being upgraded to supported version.
Please consider different type of notifications i.e.:
- by e-mail
- coloured Harness UI notification in the top bar/menu
- integration with Teams/Slack
