Make group provisioning optional when SCIM is enabled, so groups can be managed manually while SCIM is enabled. Customer manages only users, not groups, via SCIM. This makes it a challenge to manage groups because in order to create new ones they need to disable SCIM first.

Once on the Harness platform, you will be able to maintain groups in Harness that are not sync'd to SCIM. Marking this as "IN PROGRESS" instead of "COMPLETE" because your migration to Harness is likely at least a few weeks out in the near future.
