Scenario: I have selected the "Infrastructure as Code Management" view to do some IACM work, I am now finished with my IACM work and I want to now navigate to my Generic Artifact Registry. When I hover over the views panel and switch to the "Artifact Registry" view, instead of being directed to project or organisation I was previously in, it will always go to where I was last in the view I have now just selected.

This makes switching between views rather annoying where I now have to re-select the scope, then find the project, find the artifact registry, etc.
