Banner should have non dismissible option

The banner on harness UI comes by default with dismissible option. Since one of our banner is highly important. There shouldn't be any way that it can get dismissed by user

Hey Wild strawberry Amphibian, the dismissal button today only dismisses the banner for the user dismissing the banner and does not affect other users in the account. Do you need a capability of not letting the banner dismiss on the user level as well?
