Deployment Frequency and Change Failure Rate currently count all deployments regardless of who triggered them, ignoring a team's Developers list. For team-level managers, deployments from users outside their team add noise and hide their team's true delivery performance.

Please add an opt-in Advanced Developer Setting that calculates Deployment Frequency and Change Failure Rate using only deployments attributed to the team's developers (based on developer filters and identity mappings), while still respecting existing pipeline/environment/status filters.

This would extend the developer-filter support Harness already provides for Productivity, Lead Time, Business Alignment, and MTTR to the remaining DORA metrics — giving managers a consistent, accurate view across all DORA metrics.
