VM Pools for Windows require a lot more time for their image creation and "healthy" State to be established.

There needs to be a method to be able to adjust the init timing on the VM creation.

Hey, 
Great news, this capability will be released with CI version 1.80. With this enhancement, you will be able  increase the health check time trough usage of environment variables.
