Ability to analyze autostopping controller and proxy logs and restart its services

As a CCM administrator, I would like to be able to fetch logs from Autostopping controller and proxy from Harness Interface. I also would like to be able to manage and restart its services from the UI. Today cluster access is needed and this is usually managed by other teams.
